A New Chapter for Professional Development
When COVID-19 swept across the world, it didn’t just change how we lived, it forced nearly every educator to rethink how they taught. The Ministry of Education (MOE) saw this not just as a disruption, but as an opportunity to transform how learning happens for its own workforce.
Rather than fall back on outdated, in-person courses, MOE, through Bahagian Profesionalisme Guru (BPG), launched a bold initiative to build digital skills across the education sector. That initiative became known as Sistem Pengurusan Pembelajaran (SiPP).
And at the heart of SiPP was a powerful learning platform: Skillsoft Percipio, delivered in partnership with Awantec.
Why SiPP Was Needed
With nearly half a million public educators across Malaysia, delivering consistent, effective upskilling was never going to be easy. MOE wanted a solution that could reach every corner of the country, urban or rural and deliver learning that was meaningful, flexible, and modern.
The goals were clear:
Help educators build digital confidence and practical skills
Support a shift toward technology-enabled teaching and leadership
Deliver quality learning content at scale
Align training with national digital education goals
A Smarter Way to Learn: Why Skillsoft Was Chosen
Skillsoft Percipio brought something different to the table. It wasn’t just a collection of videos or generic online courses. It offered a full, curated learning experience that made sense for teachers, leaders, and administrators alike.
Key Features That Made a Real Difference:
Instant access to over 180,000 learning resources, including expert-led courses, books, videos, and virtual labs | Learning on the go, available on mobile or offline. Ideal for teachers balancing work and personal time | A focus on real-world skills, from digital literacy to leadership | CAISY, a conversational AI simulation that lets educators practise challenging conversations in a safe, guided way | Learning tracks tailored for Malaysian educators, such as the Program Pemantapan Pendidikan Digital |
Awantec worked closely with BPG to make sure the platform was more than just available but to make sure it was understood and used effectively. Webinars, onboarding guides, live streams, and even nationwide roadshows were conducted to ensure no one was left behind.
Real Impact, Measurable Growth
As of June 2025, the results speak for themselves:

More importantly, educators reported feeling more confident in using digital tools, applying new teaching strategies, and navigating modern classroom challenges.
Tackling Challenges, Together
Of course, the journey wasn’t without hurdles. Some teachers faced poor internet connections. Others were new to digital learning altogether.
But MOE and its partners adapted quickly:
Challenge | How It Was Solved |
Limited internet access | Mobile apps and offline downloads enabled anytime learning |
Low platform familiarity | Ongoing onboarding via YouTube Live, Meet, and roadshows |
Sustaining engagement | Gamification, learning contests, and content reminders |
Relevance of training | Custom content aligned to teaching and education needs |
National Recognition and Momentum
SiPP has already made history, receiving the award, and recognition in the Malaysia Book of Records for the Largest Participation of Educators in an AI Training Program. The initiative is held in conjunction with National Training Week (NTW) and represents a collaboration with the Ministry of Education Malaysia (MOE). Read more here.
The project proves that with the right tools and support, teachers everywhere whether in Johor Bahru or a small town in Sabah, they can take control of their growth, learn new skills, and feel prepared for the future.
What’s Next?
With SiPP paving the way, MOE has shown what’s possible when digital transformation in education is treated as a long-term strategy, not a temporary fix.
And the best part? This model isn’t just for the government. Any organisation that wants to support its workforce with flexible, impactful learning can take a page from MOE’s playbook.
